Users must have access to the Certification Review page, which can be granted through their role under:
Users >> System Roles >> [Select Role] >> Certification Manager >> Enable Certification Review
If a team from one department (e.g., TeamABC/123/abc) needs access to certificates from another department (e.g., TeamABC/123/def), they must be granted permission at the certificate level.
This can be done by updating the certificate permissions. For bulk updates, you may use the Permission Data Loader under:
Users >> Permission Data Loader
Once the permissions are updated, the team will be able to view and download certificates of users from the other department in bulk.
